REGULAR MEETING OF THE PLANNING AND ZONING COMMISSION

HELD:  SEPTEMBER 25, 2006

 

PRESENT:     Commissioners Kerr, Knezevic, Mastrangelo, Pilla, Urban

MOTION ON THE MINUTES:  The reading of the Minutes of the regular meeting held September 11, 2006 was dispensed with.  Mr. Pilla moved to accept the Minutes as written; seconded by Mr. Kerr.  Ayes Kerr, Mastrangelo, Pilla; abstain Knezevic, Urban.  Motion carried.

 

WELCOME LAUREN ROSSI OF NDCL:  Chairman Mastrangelo extended a warm welcome to Lauren Rossi, a senior at NDCL, observing the meeting for her American Government class.

 

SUBJECT:     NICHOLAS SATULLO, 375 N. STONEHAVEN

PZ06020          VARIANCES TO DRIVEWAY REQUIREMENTS

 

Nick Satullo, homeowner, 375 N. Stonehaven, appeared before the Commission to obtain two variances for a proposed extension to the existing driveway on property located at 375 N. Stonehaven.  The Public Hearing was held prior to the regular meeting.

 

MOTION:  A motion was made by Mr. Pilla to grant Nicholas Satullo, on property located at 375 N. Stonehaven, a variance of nine feet (9’) from Section 1323.02(d):  “PERMANENT DRIVEWAYS; Two Car Garages”, which establishes a maximum driveway width of twenty feet (20’), to allow a driveway width of twenty-nine feet (29’) for a length of thirty-five feet (35’); seconded by Mr. Kerr.  Roll call on the motion.  Ayes Mastrangelo, Pilla, Urban, Kerr, Knezevic.  Ayes all; motion carried.

 

MOTION:  A motion was made by Mr. Kerr to grant Nicholas Satullo, on property located at 375 N. Stonehaven, a variance of nine feet (9’) from Section 1323.02(d):  “PERMANENT DRIVEWAYS; Two Car Garages”, which establishes a maximum driveway width of twenty-four feet (24’) at the curb line, to allow a driveway width of thirty-three feet (33’) at the curb line; seconded by Mr. Pilla.  Roll call on the motion.  Ayes Mastrangelo, Pilla, Urban, Kerr, Knezevic.  Ayes all; motion carried.

 

Chairman Mastrangelo requested that the clerk poll the Commissioners in the majority as to their reasoning for the manner in which they voted.  The consensus of the Commission for approving the variances was that the proposed driveway configuration was the most sensible for the layout of the property and required less concrete than other configurations; a turnaround as allowed by code would look inappropriate with its proximity to the street; an alternative configuration of expanding the driveway to the right of the house wasn’t feasible due to the placement of an existing utility box and drainage swale; there were no objections from neighbors; and the house across the street has a similar driveway configuration.

 

SUBJECT:     ANTHONY PATTI, 6272 HIGHLAND ROAD

PZ06021          VARIANCES TO GARAGE REQUIREMENTS

 

Anthony Patti, homeowner, 6272 Highland Road, appeared before the Commission to review a request for a variance to construct an oversized detached garage on property located at 6272 Highland Road.

 

Mr. Patti stated that he is requesting a variance of 26 square feet to construct a 576 square foot detached garage with dimensions 20 feet by 24 feet.  He said that he recently removed a 20 foot by 20 foot detached garage after the roof collapsed, and that the new garage will be built on the same site.  He stated that there are no other storage buildings on the property.  He said that his lot is approximately 80 feet wide and 320 feet deep.  He stated that there are no drainage issues on the property.

 

Chairman Mastrangelo noted that the proposed garage is set back five feet from the side property line.  Interim Building Commissioner Jamieson replied that the setback complies with the code that was in effect at the time the original garage was built.

 

Chairman Mastrangelo advised that a Public Hearing will be held on October 9, 2006.

 

ADJOURNMENT:  A motion to adjourn the meeting was made by Mr. Pilla and seconded by Mr. Urban.  Said meeting adjourned at 8:29 p.m.
